Energy Efficiency Plans: Member States are required to establish and implement national energy efficiency plans that outline the energy efficiency measures to be taken by public sector bodies. These plans should include a description of the measures, the expected savings, and the timeframe for implementation.

Energy Efficiency Targets: The directive sets a binding energy efficiency target for public sector bodies, which includes central government authorities, and specifies a set of energy-saving actions to be undertaken. These actions can include renovating public buildings, purchasing energy-efficient products, and implementing energy management systems.

Reporting and Monitoring: Member States are required to report to the European Commission on the implementation of energy efficiency measures in the public sector, including the progress made and the achieved savings. Exemptions: Member States have the option to exempt certain public bodies from some of the obligations of Article 8 if they can demonstrate that their activities would not be cost-effective or would not result in significant energy savings.
